Business intelligence spending is accelerating. More dashboards, more tools, more platforms promising to turn raw data into insight. And yet, by most industry estimates, somewhere between 70 and 80 percent of BI projects either fail outright or deliver results so far below expectations that they are quietly shelved within 18 months.
Every post-mortem sounds the same: the data quality wasn't good enough. The source systems weren't clean. The ETL pipeline had gaps. It's always the data's fault.
In our experience, this is almost never the true diagnosis. Data quality is a problem — sometimes a significant one — but it is a fixable, downstream problem. The upstream failures are harder to see, easier to ignore, and far more costly when they go unaddressed.
The five real reasons — and what to do about each
Nobody defined the question the dashboard was supposed to answer
This is by far the most common starting-point failure, and it sets everything that follows up to disappoint. The project kicks off with: "we need better visibility into our operations." The team builds dashboards. The dashboards show data. Nobody uses them because nobody is quite sure what they were supposed to be deciding with them.
A dashboard is not a deliverable. It is the answer to a question. If you have not defined the question, you cannot evaluate whether the dashboard is working. And because the question was never specified, the answer was never validated, and the team spent months building something that doesn't actually help anyone decide anything faster or better.
IT built it. The business never asked for it. Nobody uses it.
BI projects that are initiated and executed by the technology team without operational buy-in produce technically correct dashboards that nobody opens. The data is right, the infrastructure is sound, the pipeline runs cleanly every night — and the marketing director still makes decisions from the spreadsheet she has been maintaining since 2019 because it shows the numbers in the way she thinks about them.
BI adoption is a change management problem, not a technology problem. The people who need to use the output need to be involved in defining it — not shown a demo at the end and asked to sign off.

This one is the consequence of success — kind of. The first dashboard works. People build more. Different teams create their own. Definitions diverge: one dashboard counts "active customers" one way, another counts it a different way, and by the time anyone notices, there are three different numbers circulating in three different conversations and no authoritative source anyone agrees on.
The number that circulates in leadership meetings ends up being the one that came from the spreadsheet the CFO trusts, which still gets updated manually every Friday afternoon, because at least everyone knows that number is right. The BI investment has not replaced the spreadsheet. It has added complexity alongside it.
Waiting for clean data that will never arrive
There is a version of the data quality problem that is real: if your data is so incomplete or unreliable that no meaningful insight can be extracted, building dashboards on top of it produces confident-looking misinformation. But there is another version that is more common: using imperfect data as a reason to never ship anything.
"We need to fix the data before we can build this" is sometimes correct and frequently an excuse — used by teams who aren't sure what question they're trying to answer (see Reason 1), and so every imperfection in the data feels like a blocker. In practice, most business decisions can be significantly improved with 80% clean data delivered now, rather than waiting for 100% clean data that will be ready in eight months, if ever.
The vendor left. Nobody owns it. It quietly goes stale.
The project delivered on time. The dashboards are accurate. There is a handover meeting. Three months later, a source system changes its data structure and the pipeline breaks silently. The sales team notices the numbers look wrong but assumes it's a data quality issue (see how that circle closes?) and stops trusting the dashboard. Six months later, the BI investment is being reviewed with the conclusion that "it never really worked."
BI is not a project with an end date. It is infrastructure that needs maintenance, ownership, and evolution. A dashboard that was built for last year's business questions is not answering this year's ones. The business changes. The BI environment needs to keep up.

A real example: logistics BI that actually gets used
One of the clearer BI successes we have been involved with was a US logistics company — a business running complex supply chain operations with SAP, TMS, and fleet management systems all generating data that nobody was using to make decisions in real time.
The starting point was not "build dashboards." It was three specific questions the operations director needed answered every Monday morning: which lanes have the highest cost overrun this week and why, which carriers are performing below SLA, and which customers are at risk of a service failure in the next seven days based on current inventory levels.
Three questions. Three dashboards. One data pipeline pulling from SAP, TMS, and the carrier API. The operations director was involved in every design decision. The monthly close went from three days of manual Excel work to a same-day automated report. The Monday morning meeting changed completely — from reviewing last week to deciding about next week.
That result came from starting with the right question, having the right person in the room, and building only what was needed. The data quality was imperfect when we started. It improved over time because there was now a specific reason to fix specific gaps — the questions were defined, so the gaps were visible.
The businesses that see the highest ROI from BI investments are usually not the ones with the best data or the most sophisticated tools. They are the ones where a named person opens the dashboard every Monday, trusts what it shows, and makes a different decision because of it. Everything else — the pipeline architecture, the visualisation tool, the data model — is in service of that moment. If that moment isn't happening, the investment has not delivered.
Where to start if your current BI is underperforming
Don't build more dashboards. Don't switch tools. Don't wait for cleaner data.
Start by auditing what you have. For each existing dashboard: who uses it, how often, and what decision does it inform? If you cannot answer those three questions for a given dashboard, that dashboard is not working — regardless of how technically accurate it is.
Then pick one operational area — sales pipeline, inventory, support, whatever is most strategically important right now — and define one question it needs to answer. Build to that question. Get one person using it consistently. Then expand.
The businesses we have worked with that have the most effective BI environments almost all started small, defined their questions tightly, and added surface area gradually as trust in the data built. The ones that started with a big-bang deployment of every data source into every possible dashboard almost universally ended up with a BI environment that looked impressive in a demo and generated confusion in practice.
